Metropolitan Council membership expands from 17 to 44 members, including one county commissioner from each of the seven metro counties, local elected officials or citizen representatives from each council district appointed by municipal committees, and four members appointed by the commissioner of transportation representing non-motorized, freight, and public transit interests.

Governor-appointed council members and the nominating committee process are eliminated; the chair would instead be elected annually by council members from among themselves rather than appointed by the governor.

Transportation Advisory Board is eliminated and replaced with a technical advisory committee composed of professional staff from local governments and agencies to provide technical expertise on transportation issues.

Council districts increase from 16 to 33 in 2027, with members serving staggered four-year terms; appointing bodies may recall members at any point during their term.

Most provisions take effect January 1, 2028, though municipal committee establishment and jurisdiction limitations take effect upon final enactment; the 1994 law setting council salaries at $52,500 for the chair and $20,000 for members is repealed.
