Creates a budget exception process for consumer-directed community supports for individuals who have both a developmental disability and type 1 diabetes enrolled in home and community-based services waivers

Exception amount equals an annualized sum of nine hours per day at the current registered nurse home care rate under the applicable waiver program

Requires both diagnoses to be documented in the person's assessment under section 256B.0911 to qualify

Effective January 1, 2026, or upon federal approval, whichever is later
