Modifies how money enters the housing development fund by changing "appropriated" to "transferred into" and specifies funds must come "from the housing development fund" rather than just from the state generally

Removes the phrase "in 1976 and subsequent years" from provisions about appropriation availability, narrowing the scope of which appropriations remain available until fully expended

Permits unencumbered balances from housing development fund appropriations for loans or grants to be transferred between agency programs

Repeals four Minnesota Housing Finance Agency expenditure authorities: capacity building grants to nonprofits and tribal organizations (subd. 3b), discretionary spending for other agency purposes (subd. 5), rental housing program spending (subd. 23), and full cycle home ownership services spending (subd. 26)
