Modifies crisis services availability by allowing crisis capacity to be developed for up to 16 persons in the Twin Cities metropolitan area, while removing the previous requirement for crisis capacity on all regional treatment center campuses serving persons with developmental disabilities

Removes the June 30, 2025 expiration date for the 48-hour admission requirement for civilly committed patients being admitted to state-operated treatment programs from jails, correctional institutions, or competency-related referrals

Establishes that the Direct Care and Treatment executive board must set standard admission and continued-stay criteria for state-operated services facilities, and must periodically disseminate these criteria to courts and counties

Makes conforming and technical changes throughout Minnesota Statutes to reflect the creation of Direct Care and Treatment as a separate agency from the Department of Human Services, updating references and responsibilities accordingly

Repeals several outdated statutory provisions including sections related to mental health urgent care implementation, commissioner definitions, and program evaluation requirements for the Minnesota Sex Offender Program
