Authorizes state agencies, political subdivisions, joint powers organizations, and special purpose units of government to permit untreated rainwater or stormwater for outdoor uses where human or animal consumption or immersion risk is low or nonexistent

Explicitly excludes drinking water and swimming/immersion activities from the definition of permissible outdoor rainwater and stormwater use

Exempts agricultural activities producing food crops for humans or livestock from the new regulations

Creates new section 115.033 in Minnesota Statutes to codify these provisions
