Transfers $2,000,000 from the general fund to the highway user tax distribution fund in fiscal year 2026, redirecting the canceled rebate funds to road infrastructure

The repealed program had reserved 40% of rebate certificates for lower-income applicants (joint filers under $78,000 AGI or single filers under $41,000 AGI) and was originally funded with $4,000,000
