Establishes the Minnesota Young Readers Club program to provide culturally and linguistically appropriate books and literacy materials to prekindergarten and kindergarten students reading below grade level

Requires the commissioner to award one grant to a community-based nonprofit organization in the seven-county metropolitan area that provides child care, youth services, and has partnerships with local schools

Eligible students must be enrolled in prekindergarten or kindergarten and either identified through universal screening as below grade-level literacy benchmarks or recommended by a teacher, reading specialist, or intervention team member

Grant recipient must deliver at least one culturally relevant, age-appropriate book per month to students' homes or schools throughout the school year, along with family support materials translated into home languages

Requires annual reporting to legislative education committees on program participation, family engagement, student reading outcomes, and recommendations for program improvements or expansion
