Increases the Minnesota child tax credit by $400 for each qualifying child born during the taxable year, creating a "baby bonus" within the existing credit structure

Excludes the baby bonus amount from calculations used to determine a taxpayer's minimum credit amount

Authorizes the Commissioner of Revenue to establish a process for taxpayers to request advance payment of the baby bonus

Effective for taxable years beginning after December 31, 2024
