Proposes a constitutional amendment to Article VII, Section 1 allowing counties, municipalities, and school districts to lower the voting age from 18 to 16 for local elections only

Requires the constitutional amendment question to be submitted to voters at the 2026 general election

Voters aged 16-17 would only be permitted to vote on local offices and ballot questions for jurisdictions that adopt the lower voting age; they cannot vote for state or federal offices or state ballot questions

Local governing bodies must pass a resolution to implement the lower voting age; all other voter eligibility requirements (citizenship, residency, etc.) still apply

Conforming changes would take effect January 1, 2027 if voters approve the constitutional amendment, applying to local elections held on or after that date
