Expands eligibility for special education separate sites and programs aid to include school districts that operate qualifying sites, in addition to the currently eligible education cooperatives, education districts, service cooperatives, and intermediate school districts

Allows school districts operating a special education separate site (where students with disabilities attend for 50% or more of their school day) to apply to the commissioner for funding eligibility

Maintains the existing aid formula of $1,689 per adjusted K-12 pupil unit served in special education separate sites and programs

Appropriates funds from the general fund to the Department of Education for fiscal years 2026 and 2027 (specific dollar amounts not yet specified in the bill)

Effective for aid beginning in fiscal year 2026
