Establishes a Minnesota Civic Seal designation for high school students who demonstrate excellence in civics education through activities in democratic engagement, civic knowledge, media literacy, community service, and bridge building, plus completion of a civics-related project and reflection

Creates a Minnesota Civic Seal Task Force led by the YMCA Center for Youth Voice and chaired by the Secretary of State, with members including the education commissioner, civic educators, professional development providers, high school students, higher education representatives, and nonprofit representatives

Task force members serve 3-year terms without compensation and must meet at least twice annually to establish criteria, support participating schools, and submit annual reports to legislative education committees

School participation is voluntary, but participating schools must inform all secondary students about the opportunity, record the designation on transcripts, and cannot charge fees to students or families

Effective for the 2027-2028 academic year, applying to students graduating in 2028 and later
