Converts Minnesota's earned sick and safe time law from a mandatory employer requirement to a voluntary, opt-in program by adding language requiring employers to "choose to provide benefits" for employees to be covered

Amends the definition of "employee" to include only workers whose employers elect to participate in the sick and safe time program, in addition to the existing 80-hour annual work threshold

Amends the definition of "employer" to mean only those who choose to provide earned sick and safe time benefits, rather than all employers with one or more employees

Maintains existing exclusions from coverage for independent contractors, volunteer/on-call firefighters, volunteer ambulance attendants, elected officials, and seasonal farm workers employed 28 days or less per year
