Counties are exempt from paying 100% cost of care for civilly committed patients awaiting transfer to Department of Corrections facilities or state-operated programs when the Direct Care and Treatment executive medical director determines the patient meets admission criteria and the state facility is the only option that can serve them

Admission timeline changes from 48 hours to 10 calendar days once capacity thresholds are met: 431 beds at secure forensic mental health facilities, 132 beds at Anoka-Metro Regional Treatment Center, and 115 beds at adult community behavioral health hospitals

Direct Care and Treatment executive board must reimburse counties, municipalities, and other political subdivisions for demonstrated costs of confining civilly committed patients in jail beyond 30 days while awaiting admission to state treatment programs (effective July 1, 2025)

Executive board must establish a publicly accessible dashboard updated monthly showing referral data for Direct Care and Treatment services, including waitlist numbers by program, shortest/longest/average wait times, and admission policies affecting priority status
