Converts the Governor's Council on an Age-Friendly Minnesota (established by Executive Order 19-38) into a statutory Age-Friendly Minnesota Council effective July 1, 2025, with 15 voting members including representatives from 9 state agencies and 6 governor-appointed public members

Council duties include developing age-friendly policies, promoting equity for older adults of color and indigenous elders, coordinating services across state agencies, and making budget and policy recommendations to the legislature

Creates two grant programs: age-friendly community grants to help cities, counties, Tribes, and other entities support older residents through housing, transportation, health services, and social engagement initiatives; and technical assistance grants to help communities apply for and implement grants

Appropriates $1.5 million per year in FY2026-2027 for age-friendly community grants and $863,000 per year in FY2026-2027 for technical assistance grants, totaling $4.726 million over the biennium

Requires the council to meet at least quarterly and publish a biennial public report beginning January 1, 2026, on grant outcomes, recommendations, and proposed statutory changes
