Establishes the Minnesota Caregiver Defined Contribution Retirement Fund Trust, a joint labor-management trust to create and administer a retirement plan for individual direct support services providers represented by SEIU, with equal governance by governor-appointed and union-appointed trustees, effective July 1, 2025

Increases the enhanced rate for personal care assistance and Community First Services and Supports (CFSS) from 107.5% to 112.5% of the standard rate for services provided to persons qualifying for 10+ hours per day, effective January 1, 2026 or upon federal approval

Raises implementation components for personal care assistance and CFSS payment rates from 88.19% to 92.20%, and increases worker retention component percentages across all experience tiers (e.g., workers with 10,000+ hours increase from 10.81% to 12.69%)

Appropriates $30.75 million for $1,200 health care cost stipends to SEIU bargaining unit members, $2.25 million for $750 training completion stipends, $5.5 million for an orientation program, and $350,000 to establish the retirement fund trust

Increases consumer-directed community supports budgets by 0.13% and raises the budget exception percentage from 7.5% to 12.5% for waiver programs under sections 256B.092, 256B.49, chapter 256S, and the alternative care program
