Commissioner of Transportation must submit final layout, project report, and cost estimate to Otter Tail County Board of Commissioners before spending funds

County board has 90 days to approve or disapprove the project in writing; if disapproved, commissioner may modify plans or cancel the project

Authorizes Commissioner of Management and Budget to sell and issue up to $5,400,000 in state bonds under Minnesota Statutes sections 167.50-167.52
