Repeals Minnesota's North Star Promise scholarship program (section 136A.1465), which provided tuition coverage for students with family income below $80,000 at public colleges and Tribal colleges, effective for awards beginning fall 2025

Transfers any unencumbered balance from the North Star Promise special revenue fund account to the general fund on July 1, 2025, and appropriates those funds to the state grant program for fiscal year 2026

Requires the commissioners of Higher Education and Management and Budget to report by August 1, 2025 on the fund closure and certify the account has a $0 balance

Removes references to North Star Promise from student aid reporting requirements and commissioner information duties, effective March 1, 2026
