Increases the annual registration surcharge for all-electric vehicles from $75 to $200

Creates new annual surcharges for plug-in hybrid electric vehicles ($100), all-electric motorcycles ($40), and plug-in hybrid electric motorcycles ($20)

Requires the commissioner to calculate and publish adjusted surcharge rates annually by October 1, tied to any percentage increase in the gasoline excise tax rate

Establishes statutory definitions for "all-electric motorcycle" and "plug-in hybrid electric motorcycle" in Minnesota traffic law

All surcharge revenue is deposited into the highway user tax distribution fund, effective August 1, 2025
