Requires the Secretary of State to verify absentee ballot applications against government databases (driver's license, state ID, or Social Security records) before mailing ballots to voters

County auditors and municipal clerks must electronically submit applications to the Secretary of State for verification if not already verified through the online system

Secretary of State must review all unverifiable applications for suspicious activity and forward such applications to law enforcement for investigation

Permanent absentee voters must be re-validated 60-75 days before each primary and general election; voters who cannot be verified will have their status changed to "challenged" and be removed from the permanent absentee voter list with notification

Amends Minnesota Statutes 2024, section 203B.04, subdivisions 1 and 5
