Voters who register on election day or during early voting must cast provisional ballots instead of regular ballots, with their votes only counted after eligibility verification is completed between 4-7 days after the election

Eliminates current same-day registration proof of residence options including vouching by another voter, student ID with fee statement, and residential facility employee verification

Extends county canvassing deadlines from 2-3 days to 10 days after primaries and from 3-8 days to 10-17 days after general elections to accommodate provisional ballot processing

Requires the Secretary of State to conduct a public awareness campaign in even-numbered years encouraging voters to register before election day

Repeals provisions allowing postsecondary institutions to provide student housing lists for election day registration and eliminates post-election sampling requirements for same-day registrations

Effective date: January 1, 2026, applying to elections held on or after that date
