County jails are added to the definition of "residential facility" for voter registration purposes, allowing jail employees to vouch for incarcerated residents' addresses on election day

Eligible voters in jail may prove residence for voter registration by using the address listed on their intake form

Sheriffs must develop voter education plans in consultation with county auditors, designate a "jail voting coordinator," and report to the secretary of state by November 30 of even-numbered years on voting facilitation efforts and outcomes

Jail staff must allow eligible voters who wish to vote absentee to use a telephone during normal business hours to contact the county auditor for ballot applications or assistance

$2,500,000 is appropriated in fiscal year 2027 (and each odd-numbered fiscal year thereafter) for grants to sheriffs, allocated proportionally based on the number of jail beds under each sheriff's authority
