Establishes a grant program through the Department of Employment and Economic Development to assist small businesses (up to 40 employees) negatively affected by Trunk Highway 65 intersection construction in Blaine at 99th, 105th, 109th, and 117th Avenues Northeast

Appropriates $5,000,000 from the general fund in fiscal year 2026 for the grant program, available until June 30, 2029, with up to 2% retained for administrative costs

Grants are prioritized based on revenue decline, construction duration and proximity, traffic disruption severity, and loss of pedestrian access for at least one month

Eligible expenses include employee payroll, operating costs, and facilities expenses; funds cannot be used for bonuses, new equipment, capital improvements, or expansion

Requires annual reports to the legislature beginning January 15, 2027, detailing all grant recipients, business types, and award amounts until project completion
