Establishes a Dual Enrollment Task Force with approximately 20 members including commissioners from Education and Higher Education, representatives from Minnesota State Colleges and Universities, University of Minnesota, Tribal colleges, K-12 educators, counselors, and current/former dual enrollment students

Task force members must be appointed by July 1, 2026, with the first meeting convened by August 1, 2026

Requires review of PSEO funding formulas under Minnesota Statutes section 124D.09, analyzing impacts on high schools, postsecondary institutions, and student access, including cost variations between urban/rural areas and program-specific expenses

Task force must identify barriers to participation for rural, low-income, and historically marginalized students, and develop recommendations for funding formula adjustments, student support services, and streamlined administrative processes

Report with findings and recommendations due to legislative education committees by May 30, 2027; task force expires upon report submission or May 30, 2027, whichever is later
