Public and private Minnesota postsecondary institutions receiving federal or state financial aid must refund unused meal plan balances within 45 days after the spring term ends, or upon student withdrawal or graduation

Unused balances include prepaid dining dollars, dollar-equivalent credits, and unused meal vouchers remaining 30 days after the spring term ends

Students may opt to apply unused balances to the next academic term instead of receiving a refund, if they have not withdrawn or graduated

Institutions are prohibited from requiring students to forfeit unused balances or imposing restrictions that financially disadvantage students

Institutions must provide regular balance updates to students and submit annual compliance reports to the Office of Higher Education; the University of Minnesota Board of Regents is requested but not required to comply
