Expands the definition of "road construction materials" to include bulk aggregate materials delivered to aggregate plants or production facilities, or used in asphalt or concrete production, excluding hazardous materials requiring federal placarding

Authorizes road authorities to issue annual permits for vehicles with six or more axles to haul construction materials at gross weights up to 90,000 pounds (or 99,000 pounds during commissioner-designated periods) for a $300 fee

Authorizes annual permits for vehicles with seven or more axles to operate at gross weights up to 97,000 pounds (or 99,000 pounds during designated periods) for a $500 fee

Effective date of August 1, 2025, applying to permits issued on or after that date
