St. Paul's housing and redevelopment authority may establish up to three redevelopment tax increment financing districts within downtown City Planning District Number 17 (Capitol River Council)

Districts qualify as redevelopment districts if the authority finds by resolution that at least 50% of buildings require substantial renovation or clearance due to conditions like high vacancy rates, obsolete buildings, inadequate street layout, or health and safety hazards

Parcels within each district may be noncontiguous, and tax increment funds may be used to clear blighted buildings for open space or public parks

Several standard TIF restrictions are waived, including pooling limitations and certain expenditure requirements for activities within the designated downtown area

Authority to request district certification expires June 30, 2030 (or June 30, 2034 if at least one district is certified by 2030)
