Increases the state reimbursement to charter schools for unreimbursed special education costs from 10% to 40% for fiscal year 2026 and later, shifting costs away from resident school districts

Reduces the amount resident school districts must pay for special education costs of students attending charter schools from 80% to 50% of unreimbursed costs, effective fiscal year 2026

Provides 50% state reimbursement for special education costs at charter schools where at least 70% of total enrollment consists of students eligible for special education services

Maintains 100% resident district responsibility for unreimbursed special education costs at intermediate districts and cooperatives, and 80% for other non-charter alternative attendance programs

Appropriates funds from the general fund to the Department of Education for fiscal years 2026 and 2027 for special education aid (specific amounts not yet designated in the bill)
