Creates a new "school lunch milk program" allowing students who bring meals from home to receive a free half-pint of milk instead of taking a complete school lunch they would otherwise discard

Schools participating in the free meals program will be reimbursed at 50 cents per half-pint or the USDA special school milk rate, whichever is greater

Maintains the existing kindergarten milk program that reimburses schools 20 cents per half-pint of milk served to kindergarteners outside of regular meal programs

Applies to both public and nonpublic schools statewide, with participation encouraged but voluntary

Effective for fiscal year 2026 and later, with appropriations from the general fund to the Department of Education for FY2026 and FY2027 (specific amounts not yet designated)
