Local governments cannot be required to pay for trunk highway project costs incurred within trunk highway right-of-way that are necessitated by the project, including utility relocation costs

Cost limitations apply regardless of facility ownership or whether the project provides nontrunk highway system benefits; the commissioner must identify alternative funding sources for ineligible trunk highway fund expenses

Exception allows local governments to voluntarily agree to pay for work that exceeds the original project design or scope

Effective July 1, 2025, but does not apply to projects already in the state transportation improvement program before that date with construction starting in calendar year 2025

Appropriates unspecified amounts from the general fund in fiscal years 2026 and 2027 to cover trunk highway project costs ineligible for trunk highway fund payment
