Amends Minnesota Statutes section 148.56 to modify the definition and scope of practice for optometry

Removes the word "invasive" from the prohibition on surgery, clarifying that optometrists cannot perform any surgery, including laser surgery

Maintains existing restrictions prohibiting optometrists from administering legend drugs intravenously, intramuscularly, or by injection (except for anaphylaxis treatment)

Continues limitations on prescribing Schedule II and III oral legend drugs, oral steroids, oral antivirals (beyond 10 days), and oral carbonic anhydrase inhibitors (beyond 7 days)

Defines "surgery" according to standards adopted by the American Medical Association and American College of Surgeons
