Prohibits the Commissioner of Transportation from spending any money on the ReConnect Rondo project, a proposed land bridge or freeway cap over Interstate 94 between Chatsworth Street and Grotto Street in St. Paul

Prohibits the Metropolitan Council from expending any funds on the project

Prohibition covers all project phases: studying, planning, preliminary engineering, final design, and construction

Restrictions apply to grants to other entities, federal money, and any previously unexpended appropriations for this purpose

Effective the day following final enactment
