Authorizes the city of St. Cloud or its economic development authority to establish up to two redevelopment districts along the Division Street corridor or within the Central Business District or Fringe Central District

Designates specific parcels in Stearns and Benton counties for inclusion, including catalyst sites such as Lady Slipper, North Riverfront, Empire, Swan Lot, Transit Oriented Development, and the former Herberger's properties

Districts automatically meet redevelopment district requirements under Minnesota Statutes section 469.174, and are exempt from section 469.176 subdivision 4j restrictions

Tax increments may fund reconstruction, expansion, or new construction of adjacent public infrastructure including parking, streets, and utilities

Authority to establish these TIF districts expires December 31, 2031
