Appropriates $162.9 million from the Outdoor Heritage Fund for FY2026-2027 for wildlife habitat acquisition, restoration, and enhancement projects covering prairies ($33.4M), forests ($20M), wetlands ($29M), and various habitat programs ($77.6M)

Appropriates $303.9 million from the Clean Water Fund for FY2026-2027 for surface water and groundwater protection, including watershed-based implementation grants ($88.1M), agricultural best management practices, drinking water source protection, and wastewater infrastructure

Appropriates $130.2 million from the Parks and Trails Fund for FY2026-2027, split between state parks/trails ($51.5M for DNR) and regional parks in both Greater Minnesota and the seven-county metropolitan area ($51.5M for Metropolitan Council)

Appropriates $179.9 million from the Arts and Cultural Heritage Fund for FY2026-2027, including $84.6M for Minnesota State Arts Board grants, $33.8M for Minnesota Historical Society programs, and grants for public broadcasting, children's museums, and cultural community organizations

Modifies accountability provisions for legacy funds, adds new requirements allowing outdoor heritage fund acquisitions to leverage federal conservation grants, and prohibits arts and cultural heritage fund money from being used for new construction except for historic preservation and accessibility accommodations
