Modifies the $194,700,000 appropriation for the Minneapolis-Duluth Northern Lights Express intercity passenger rail project by adding a condition: if federal funds for final design and construction are not granted by June 30, 2028, remaining funds transfer to the corridors of commerce highway program and become available until June 30, 2032

Extends the availability period for Northern Lights Express capital improvement funds from the original deadline to June 30, 2028

Maintains existing appropriations for other multimodal transportation programs including airport development ($69.6M in FY2024, $18.6M in FY2025), transit and active transportation ($58.5M in FY2024, $18.4M in FY2025), and safe routes to school ($15.3M in FY2024, $10.5M in FY2025)

Preserves the $5,071,000 combined appropriation (FY2024-2025) for expanded Amtrak service between Minneapolis-St. Paul and Chicago as a federal aid match
