Mandates replacement service providers report projected operating expenditures and reserve fund balances to the council by December 15 each year

Changes the transit cleanliness report deadline from October 1 to February 15 annually, and removes the requirement to recommend additions to the transit rider code of conduct and rider investment program

Repeals Minnesota Statutes section 473.452, which required separate transit operating reserves reporting, consolidating those requirements into the new financial review provisions
