Expands Minnesota state universities' authority to offer applied doctoral degrees beyond the current fields of education, business, psychology, physical therapy, audiology, and nursing

Adds cybersecurity, artificial intelligence, and other emerging areas of practice and workforce need as authorized fields for applied doctoral programs

Grants the Board of Trustees of the Minnesota State Colleges and Universities authority to determine additional areas for applied doctoral degrees

Amends Minnesota Statutes 2024, section 135A.052, subdivision 1, which defines the missions of public postsecondary institutions
