Amends the definition of "controlling person" for supplemental nursing services agencies to replace "beneficially owns" with "has a direct ownership interest or indirect ownership interest" in a corporation, partnership, or other business association

Creates new definition of "direct ownership interest" as an individual or legal entity with at least 5% equity in capital, stock, or profits of the registrant, or a member of a limited liability company of the registrant

Creates new definition of "indirect ownership interest" as an individual or legal entity with a direct ownership interest in an entity that has at least 5% direct or indirect ownership in a registrant

Changes the commissioner's oversight survey schedule for supplemental nursing services agencies from semiannual unannounced surveys to unannounced surveys every two years
