Requires the Commissioner of Human Services to contract statewide or regionally for administration of the nonemergency medical transportation (NEMT) program, effective July 1, 2026 for fee-for-service and January 1, 2027 for prepaid medical assistance

Repeals existing prohibitions on using brokers or coordinators for NEMT services, the single administrative structure and delivery system requirements, and certain managed care NEMT provisions (subdivisions 18b, 18e, and 18h)

Removes nonemergency medical transportation from the list of items eligible for competitive bidding under chapter 16C, instead allowing NEMT to be procured through the new contracted administration model

Sets expiration dates on current NEMT reimbursement rate structures and provider requirements, transitioning to the new administrative framework on the July 2026/January 2027 timeline

Maintains existing NEMT modes of service (client reimbursement, volunteer transport, assisted transport, lift-equipped transport, protected transport, and stretcher transport) and base reimbursement rates through the transition period
