Extends permanently (beginning July 1, 2025) the cost of care exemption that relieves counties from paying for civilly committed persons awaiting transfer to state-operated facilities or Department of Corrections facilities at Anoka-Metro Regional Treatment Center and community behavioral health hospitals

Extends the 48-hour admission rule for priority patients from June 30, 2025 to June 30, 2027, requiring civilly committed patients from jails or correctional institutions to be admitted to state-operated treatment programs within 48 hours of a medically appropriate bed becoming available

Establishes the Priority Admissions Review Panel to evaluate the 48-hour admission timeline, develop policy proposals to minimize litigation costs and maximize treatment capacity, and submit a report to the legislature by February 1, 2026 (panel expires December 31, 2030)

Requires Direct Care and Treatment to publish a publicly accessible admissions dashboard by January 1, 2026, displaying waitlist numbers, wait times, referral data, and framework categories, with quarterly updates

Creates a limited exception allowing up to 10 civilly committed patients per fiscal year from hospital settings to be added to the admission waitlist for state-operated treatment beds (expires June 30, 2027)
