Creates a mandatory "school employee pool" requiring all Minnesota school employers (school districts, charter schools, service cooperatives, intermediate districts, and education units under joint powers agreements) to participate in a statewide health insurance program beginning January 1, 2027

Establishes a 12-member labor-management committee to oversee the educator group insurance program, with seven representatives appointed by Education Minnesota and one each from five other education and labor organizations

Requires school employers to contribute 85% of family premium costs and 95% of single premium costs for the highest-value plan offered, with excess contributions going to health savings accounts if employees choose high-deductible plans

Makes participation permanent for nonschool employers once elected, eliminates the previous four-year term structure with withdrawal options, and prohibits school employers from paying broker commissions for insurance assistance

Creates new state aid program (section 124D.997) for school districts and charter schools to cover additional employer premium costs resulting from the mandated contribution requirements, with appropriations for fiscal years 2026-2027
