Amends Minnesota's transportation project assessment requirements to evaluate projects under both state and metropolitan transportation improvement plans for conformance with greenhouse gas emissions and vehicle miles traveled reduction targets

Adds electric vehicle infrastructure and zero-emission transit bus procurement as an authorized offset action category for projects that don't meet emissions reduction targets

Requires impact mitigation offset actions to result in total greenhouse gas emissions reductions consistent with state targets, with comparisons performed over equal time periods

Creates a safety exemption allowing the commissioner to bypass assessment requirements for urgent traffic safety projects addressing fatalities or serious injuries, with legislative notification required within 90 days

Effective July 1, 2025, applying to projects assessed on or after that date
