Requires trunk highway contracts with work zone flaggers and live traffic to include a separate bid item for flagging hours, effective August 1, 2025

Adds mandatory completion of a work zone and first responder safety course (minimum 30 minutes, online) as a requirement for obtaining a provisional driver's license, effective August 1, 2026

Directs the commissioner to approve entities to provide the work zone safety course, covering best practices, driver rights and responsibilities in work zones, speed limits, flagger authority, and violation penalties

Requires the driver's manual to include a section on safe operation in work zones, effective upon enactment

Establishes a youth billboard design contest to promote work zone safety education and awareness, using existing resources
