Establishes a grant program through the Office of Higher Education to cover 100% of tuition and fees (after gift aid) at Minnesota public colleges and universities for law enforcement recruitment and retention

Eligible recipients include peace officers employed by Minnesota law enforcement agencies who are pursuing a baccalaureate degree in criminal justice, law enforcement, or similar fields

Dependent children of Minnesota peace officers and dependent children of peace officers who suffered total and permanent duty disability are also eligible for grants in any undergraduate program

Grants are awarded per semester and renewable if eligibility requirements continue to be met, with a maximum of 12 semesters of eligibility

Appropriates unspecified amounts from the general fund in fiscal years 2026 and 2027 to fund the program
