Adds statutory definitions for "chemical restraint," "manual restraint," "mechanical restraint," and "restraint" to assisted living facility regulations, referencing existing definitions in section 245D.02

Requires staff who may apply emergency manual restraints to complete 4 hours of initial training and 2 hours of annual refresher training covering de-escalation techniques, person-centered planning, prohibited procedures, and cultural competence

Prohibits assisted living facilities from using chemical, manual, or mechanical restraints for discipline, caregiver convenience, punishment, or as a substitute for adequate staffing; allows emergency manual restraints only to address imminent risk of physical harm

Requires assisted living facilities with dementia care to install approved automatic sprinkler systems throughout the facility by August 1, 2029

Repeals section 144G.9999, which established the Resident Quality of Care and Outcomes Improvement Task Force
