Creates a new "Disability Rights and Support" special license plate available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles

Requires applicants to contribute a minimum of $30 annually to the disability rights and support account in addition to standard registration fees

Plate design must include the inscription "Disability Rights since 1950" and be developed in consultation with groups serving persons with intellectual and developmental disabilities

Contributions are deposited into a special revenue fund account, with money appropriated to the Commissioner of Public Safety for administration and distribution to The Arc Minnesota for disability community support programs

Effective date is January 1, 2026
