Creates ice fishing special license plates available to owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles beginning January 1, 2026

Requires applicants to pay standard special plate fees, registration taxes, and contribute an unspecified initial and annual amount to the Keep It Clean account

Plate design will be developed by the commissioner in consultation with Keep It Clean MN representatives

Allows plate transfers to another qualified vehicle owned by the same individual for a $5 fee

Establishes the Keep It Clean account in the special revenue fund, with money appropriated to the Commissioner of Public Safety for administrative costs and distribution to Keep It Clean MN for efforts to reduce waste on ice
