Amends Minnesota Statutes section 124D.111 to expand allowable expenditures from school food service funds to include waste management costs and serving area sections of the lunchroom (previously limited to kitchen sections only)

Adds technology and systems related to serving line automation and meal tracking as costs that may be charged to the food service fund

Allows districts with three consecutive years of food service fund surplus to charge kitchen, serving area, lunchroom, and food storage remodeling or reconfiguration costs to the food service fund (up to the surplus amount)

Permits plumbing, electrical, air handling, ventilation, and other building utility work necessary for food service equipment or to remediate health and safety hazards to be charged to the food service fund when surplus conditions are met
