Creates state licensure for music therapists under Minnesota Statutes chapter 148G, requiring practitioners to be licensed as "Licensed Professional Music Therapist" (LPMT) effective January 1, 2026

Establishes a six-member Music Therapy Advisory Council (three licensed music therapists, three public members) appointed by the Commissioner of Health to advise on licensure standards, review applications, and make disciplinary recommendations

Requires applicants to hold a bachelor's degree or higher in music therapy from an American Music Therapy Association-approved program and pass the Certification Board for Music Therapists examination

Mandates 100 hours of continuing education credits every five years (including 3 hours on ethics) and license renewal every two years

Authorizes civil penalties up to $10,000 per violation for disciplinary infractions and protects titles including "music therapist," "licensed professional music therapist," and "board-certified music therapist" from unauthorized use
