Creates "Donate Life" special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles beginning January 1, 2026

Requires applicants to pay standard special plate fees plus a minimum $25 annual contribution to the organ and tissue donation account

Plate design must include a nationally standard organ, eye, and tissue donation logo with the inscription "Donate Life"

Plates may be transferred to another qualifying vehicle owned by the same individual for a $5 transfer fee

Contributions deposited in the organ and tissue donation account are appropriated first for administrative costs, with remaining funds distributed to LifeSource for donation registry maintenance, education, and outreach
