Authorizes the city of Brooklyn Park or its economic development authority to establish redevelopment tax increment financing (TIF) districts in three designated areas: Brooklyn Boulevard/West Broadway, 610/Zane, and Biotech, covering hundreds of specified parcels

Exempts these new districts from standard TIF requirements including the "but for" test, five-year rule, and pooling restrictions under Minnesota Statutes sections 469.174, 469.176, and 469.1763

Expands allowable TIF expenditures to include public street and space improvements, commercial and residential building rehabilitation, facade improvements, environmental sustainability enhancements, and higher-quality building materials

Extends the collection period for existing TIF Districts Nos. 18 and 20 to 25 years and allows their increment to be transferred to TIF District No. 3 without returning funds to Hennepin County

Authority to certify Biotech Area districts expires December 31, 2044; all sections become effective after city governing body and chief clerical officer comply with local approval requirements
